Abstract
In international human rights discourse, at least there are two perception about human rights, universal
and not completely universal. First, human rights as contained in international instruments, is universal
in meaning applicable to each nation without regard to historical background, political, economic,
socio-cultural, religious and other. This dominant perception shared by developed countries such as
Western Europe countries and the United States. Second, the perception that the concept and
implementation of human rights is not completely universal. It is closely related and affected by the
situation and condition of the enclosing each human community. The perception of the relativity of
human rights much embraced by the countries that are developing.
