Land is a very important thing in development, so is the people in Minangkabau. In the development
of land development, it is very much needed so that customary community land, known as ulayat
land, is also the object of development, including the establishment of micro hydro. The
Minangkabau customary community has rules about the use of their customary land, on the other
hand micro-hydro development carried out through investors also requires legal certainty. For the
legality of the law, the government established a number of policies ranging from the national level
to the regional level regarding the use of customary land for investment, namely the LoGA and the
Governor of West Sumatra (Pergub) Regulation No. 21 of 2012 concerning Guidelines and
Procedures for Utilizing Customary Land for Investment.
